## How to build the ROI case for a data governance investment?

Build the ROI case for a data governance investment from your own baseline, one line at a time: every cost, every benefit, how you measure it, and who owns the number. A line goes into the case only if a named owner can measure it before you buy and measure it again after go-live. Borrowed benchmarks and vendor studies can frame the case, but they cannot carry it. Copy it into a spreadsheet, add a column per year, and fill in the baseline before any vendor meeting.

## Key takeaways

- Borrowed benchmarks and vendor studies can frame the case, but they cannot carry it.
- Measure the baseline now, with the same method you will use after go-live.
- Every line needs one owner who agrees to the baseline and will report the result.
- One measured line from a proof of concept on your data outweighs any published average.

### Choose Your Governance KPIs

Give it the one objective your ROI case rests on and what you can measure today. It returns three or four KPIs, a baseline plan, and what a miss should send you to check. [Read the skill](/skills/governance-metrics-baseline.md).

## What goes into a data governance ROI case?

Four things: costs, benefits, the uncertainty in both, and the options the investment opens later. That is the structure of Forrester's Total Economic Impact method, which names [benefits, costs, flexibility and risks](https://tei.forrester.com/go/forrester/teiofteidynamic) as its four elements and adjusts each estimate for risk before computing ROI, net present value and payback.

The arithmetic is plain:

- ROI = (total benefits - total costs) / total costs, over the same horizon.
- Payback is the point where cumulative benefits pass cumulative costs.
- Net present value discounts each year at the rate your finance team sets.

Keep three kinds of benefit apart. Hard savings show up in a budget, such as a license you cancel. Time savings are real but move into other work, so finance may count them at a discount or not at all. [Strategic benefits](https://atlan.com/know/context-layer-roi/), such as [faster AI delivery](https://atlan.com/know/ai-agent/roi-of-ai-agent-governance/), belong in the narrative and in a separate row, not in the ROI sum. A case that mixes the three loses the CFO at the first question.

---

## How do you measure each benefit line before you buy?

Measure the baseline now, with the same method you will use after go-live. For time savings, Semarchy recommends you [conduct employee surveys or activity sampling](https://semarchy.com/blog/data-governance-roi/). In practice:

- **Analyst time.** Have one team log, for two weeks, [each search for a dataset](https://atlan.com/know/ai-agents-vs-humans-data-discovery/) and [each check of a number](https://atlan.com/know/ai-agent/how-to-manage-kpi-definitions-and-a-business-glossary-in-a-data-catalog/). Count hours, not anecdotes.
- **Governance team time.** Pull the tasks your stewards repeat: [tagging sensitive columns](https://atlan.com/know/ai-agent/data-for-ai/how-to-handle-pii-in-ai-pipelines/), [chasing owners](https://atlan.com/know/data-governance/how-to-scale-data-governance-across-business-domains/), access reviews. Timesheets or ticket counts work.
- **[Audit and privacy requests](https://atlan.com/know/data-privacy-for-ai-agents/).** Count last year's requests and the hours each took.
- **Rework.** Use [incident history](https://atlan.com/know/ai-agent/data-for-ai/data-observability-for-ai-pipelines/). Hours to [diagnose and fix each data quality incident](https://atlan.com/know/mcp/data-lineage-rca-with-mcp/) is a measurable cost.

Risk lines need different treatment. Write them as expected loss: the chance of an event in a year multiplied by its cost. Public figures give you the size of the cost, not your chance. IBM's [Cost of a Data Breach Report 2026](https://www.ibm.com/reports/data-breach) puts the global average cost of a breach at $4.99M. GDPR sets the ceiling for the most serious infringements at EUR 20 million or [4% of total worldwide annual turnover](https://gdpr-info.eu/art-83-gdpr/), whichever is higher. Let your risk officer pick the probability, and show the risk line separately so a skeptic can remove it and still see the rest of the case.

---

## Who should own each number in the case?

Every line needs one owner who agrees to the baseline and will report the result. Finance sets the loaded hourly rate and the discount rate. The CISO or risk officer owns expected loss. Compliance owns audit hours. The [analytics leader](https://atlan.com/know/ai-agent/context-layer-for-data-analytics-teams/) owns analyst time. The [governance lead](https://atlan.com/know/ai-agent/context-layer-for-data-governance-teams/) owns steward time and adoption.

In February 2024, Gartner predicted that [80% of data and analytics governance initiatives will fail by 2027](https://www.gartner.com/en/newsroom/press-releases/2024-02-28-gartner-predicts-80-percent-of-data-and-analytics-governance-initiatives-will-fail-by-2027-due-to-a-lack-of-a-real-or-manufactured-crisis-), due to a lack of a real or manufactured crisis. Our point is that ownership matters more than precision: numbers that business owners already track [give the program a reason to exist](https://atlan.com/know/ai-agent/ai-agent-governance/why-data-governance-implementations-fail/) between audit findings.

## How do you turn the lines into ROI, payback and a range?

Here is a worked example. Every input below is an example input for illustration, not a benchmark or a fact about any vendor. Replace each one with your own.

**Example inputs:**

- 40 analysts save 2 hours a week each, over 46 working weeks, at a $90 loaded hourly rate: 40 x 2 x 46 x $90 = $331,200 a year.
- 6 audits a year, 80 hours saved on each, at $110 an hour: $52,800 a year.
- One legacy tool retired: $60,000 a year.
- Yearly benefit before risk adjustment: $444,000.
- Costs: $150,000 subscription, $80,000 implementation in year 1, $70,000 internal time each year. Year 1 = $300,000; years 2 and 3 = $220,000 each.

**Risk adjustment.** Forrester's published TEI example [reduces some benefit lines by 10% or 15% and raises cost estimates by 10%](https://tei.forrester.com/go/forrester/teiofteidynamic). Apply the same idea: in this example, benefits drop 15% to $377,400 a year, and costs rise 10% to $330,000 in year 1 and $242,000 in years 2 and 3.

**Ramp.** [Adoption takes time](https://atlan.com/know/ai-agent/context-layer/ai-context-platform-time-to-value/), so the example counts half the benefit in year 1.

| Year | Benefits (risk-adjusted) | Costs (risk-adjusted) | Net | Cumulative |
|---|---|---|---|---|
| 1 | $188,700 | $330,000 | -$141,300 | -$141,300 |
| 2 | $377,400 | $242,000 | $135,400 | -$5,900 |
| 3 | $377,400 | $242,000 | $135,400 | $129,500 |
| Total | $943,500 | $814,000 | $129,500 | |

Three-year ROI = $129,500 / $814,000 = 16%. The cumulative net turns positive in year 3.

**Find the line that flips the answer.** Change analyst time saved from 2 hours a week to 1 and three-year benefits fall to $591,600 against the same $814,000 of costs: an ROI of -27%. That single assumption decides this example, so it is the one to measure hardest before you sign. Show the CFO low, expected and high cases built from the same lines.

---

## How should you use vendor ROI studies in the case?

Use them as a checklist of benefit lines, not as your numbers. Commissioned TEI studies model a composite organization built from interviewed customers, and Forrester states that it ["makes no assumptions as to the potential ROI that other organizations will receive."](https://tei.forrester.com/go/forrester/teiofteidynamic)

During [vendor selection](https://atlan.com/know/data-catalog/data-catalog-rfp-template-with-evaluation-criteria/), give each vendor your template and ask:

| Ask each vendor | What a usable answer looks like |
|---|---|
| Which lines in our template does your product change, and how? | A [named feature or workflow](https://atlan.com/know/ai-agent/context-layer/context-layer-evaluation-criteria/) for each line, not a percentage |
| Can we speak with a reference customer who measured one of these lines? | A named customer, the line, the before and after, and how it was measured |
| What does the year-1 cost include? | Subscription, services, connectors and support, priced separately |
| What do our people still do by hand after go-live? | A list of tasks that stay with your stewards |
| Can we measure one line during a [proof of concept](https://atlan.com/know/ai-agent/context-layer/how-to-start-a-context-layer-pilot-or-proof-of-value/)? | A scoped test on your data, with the baseline taken first |

One measured line from a proof of concept on your data outweighs any published average.

## What does a real benefit line look like?

### Atlan: a governance-time line reported at Porto

Atlan customer Porto reported the manual governance tasks line for its own team. According to [Porto's customer story](https://atlan.com/customers/porto-data-catalog/), [automations](https://atlan.com/know/active-metadata-vs-context-layer/) cut time spent on manual governance work for the five-member Data Governance team. Danrlei Alves, Senior Data Governance Analyst, put it this way: "If we consider everything we're doing now with Atlan compared to before we had Atlan, we are saving 40% in efficiency, in terms of time and expensive operational tasks for everything related to governance. This is a 40% reduction of five people's time."

That is the shape every benefit line should take: a named team, its size, a before and after, and the share of time that changed. ## FAQs about building the ROI case for data governance

### What is the formula for data governance ROI?

ROI equals total benefits minus total costs, divided by total costs, over the same period. Costs cover subscription, services, internal time, infrastructure and training. Count benefits only where you have a baseline: analyst time, steward time, audit hours, rework, retired tools and expected loss. Keep strategic benefits, such as faster AI delivery, outside the sum and explain them separately.

### How do you measure the cost of poor data governance today?

Measure the hours your teams already lose. Run a two-week activity log with one analytics team, pull steward timesheets or ticket counts, count last year's audit and data-subject requests with hours per request, and total data quality incidents with hours to fix each. Multiply hours by the loaded rate your finance team provides. That baseline is the cost of doing nothing.

### Should a data governance business case include risk avoidance?

Yes, as a separate line written as expected loss: the chance of an event in a year multiplied by its cost. Public figures help size the cost side, such as IBM's 2026 global average breach cost of $4.99M. Your risk officer should set the probability. Keeping it separate lets a reviewer remove it and judge the rest.

### Can you use vendor ROI studies in a governance business case?

Use them to find benefit lines you missed, not as your figures. Commissioned studies such as Forrester TEI reports model a composite organization, and Forrester states it makes no assumptions about the ROI other organizations will receive. Ask each vendor for a reference customer who measured one of your lines.

### Who should sign off on a data governance ROI case?

The business sponsor signs the case, and finance approves the method: the loaded hourly rate, the discount rate and the treatment of time savings. Each line also needs its own owner, such as compliance for audit hours or the CISO for risk. Those owners report the result after go-live.
